Energy certificate in Andalusia: obligation, validity and registration
A neutral explanation of the certificado de eficiencia energética for homes in Málaga province and the rest of Andalusia: what it measures, when you need it, how long it lasts and how registration works. What the certificate is
The certificado de eficiencia energética (CEE) rates a property from A to G based on its non-renewable primary energy consumption and CO2 emissions per square metre per year. It is drawn up by an authorised certifying technician after inspecting the property, and it comes with a set of recommended improvement measures.
When it is obligatory
A valid certificate is required whenever a property is sold or rented out, and the rating must appear in the advertisement and in the deed or rental contract. It is also required for certain new-build and major renovation situations. For your own use, with no sale or letting, it is not mandatory, although many owners request one before deciding on improvement works.
Validity
A registered certificate is generally valid for ten years, except for properties rated G, where the validity period is shorter under the state regulation. If you carry out works that change the energy performance, you can commission a new certificate at any point and the previous one is superseded.
How the process works in Andalusia
In broad terms: an authorised technician visits the property, takes measurements and documents the envelope and the installations, runs the official calculation software and issues the signed certificate with its energy label. The certificate is then registered in the Andalusian register of energy certificates managed by the Junta de Andalucía, after which the owner receives the registered document and the label used in advertisements. We do not offer certification ourselves and do not recommend a specific agency, any technician listed as authorised for Andalusia can carry out the procedure.

How do I register an energy certificate in Andalusia?
Registration is done in the Andalusian register of energy performance certificates, managed by the regional government. In practice the certifying technician who signs the certificate submits it for registration on the owner's behalf, together with the calculation file and the supporting documentation. Once registered you receive the certificate with its registration reference and the energy label, which is the version you must use when advertising a sale or a rental.
How long is an energy certificate valid?
As a general rule ten years from registration, with a shorter validity for properties rated G under the state regulation. You can always replace it earlier with a new certificate after energy improvement works, which is exactly what owners do when they want the better letter reflected in a sale, a rental or an IRPF deduction.
What does an energy certificate cost?
There is no regulated tariff: the price is set freely by each certifying technician and depends mainly on the size and type of property, its location and how accessible the documentation is. Because we do not provide this service ourselves, we deliberately do not quote a figure, ask two or three authorised technicians in your municipality and compare what the price includes, in particular whether registration is covered.
Do I need a certificate if I am not selling or renting?
No, the obligation is tied to selling or letting the property. Owners still request one voluntarily in two situations: before energy improvement works, because the IRPF deduction requires a certificate issued before and after the works, and when they simply want an objective picture of how much energy their home consumes.
Can the rating be improved after the certificate is issued?
Yes. The letter reflects the state of the property at the time of the inspection, so measures such as solar self-consumption, aerothermal heating and cooling and storage change the underlying figures. After the works you commission a new certificate, which replaces the previous one and can also serve as the 'after' evidence for the IRPF deduction.
